ITI Normative Instruction No. 36/2026: what changes in your digital certificate validation

ITI Normative Instruction No. 36/2026 tightened the identification rules for issuing ICP-Brasil digital certificates (ITI, the National Institute of Information Technology, is the federal agency that runs ICP-Brasil, Brazil’s public key infrastructure). For those validating by video call, the most noticeable change is just one: the ID document must be the original, on paper, shown during the call.

What changed in practice

• Physical document on camera. Driver’s license (CNH), ID card (RG) or professional ID card: the Registration Agent checks the original during the video call.
• A digital-only ID isn’t enough by video. If you only have the digital CNH or digital RG, validation is done in person. At Target, that’s in Extrema, MG, on the same day.
• Liveness check and official databases. Validation includes a liveness check, verification of your data against official databases, a check of the Certificate Authorities’ restricted list and signing of the Certificate Holder Agreement (Termo de Titularidade).

What to have ready before the call

What about renewal?

If you have a certificate that is still valid, you can usually use it to identify yourself at renewal, without a new video call. If the certificate has already expired, validation is done again under the rules above.
